Without a shadow of a doubt, Shiro Sagisu is a fantastic composer. His music always managed to bring out the mood of every single scene, and managed to be great while being very simple. He also had you feel emotions that he wanted, unlike some other composers that fail to do so. It could be said that he created, and composed Evangelion's score perfectly. But.. if you could choose, who other then Shiro Sagisu could've composed Eva well?
For me, Joe Hisaishi would've done an amazing job.

Sagisu's score is not immensely impressive imo. If you ask most people what music they remember from Eva they'll say the OP, or TUMBLING DOWN TUMBLING DOWN TUMBLING DOWWWWWWWNNNNNN, or Ode to Joy, or maybe Air on the G-string or the Hallelujah Chorus - so ultimately regardless of the score's quality I think it would be overshadowed by these things. Which isn't to say that the score sucks - I do have a fondness for Borderline Case, A Hole in the Dream, some other stuff (most notably is the never-used "Asuka's Death", which I was really hoping was going to be in Rebuild as soon as I heard she was going to die in 2.22) - but rather that nobody in the business of anime soundtracks is likely to compare with the songs that stick in people's memory (why should they, when three of those I mentioned are eternal classics and the other two among the catchiest pop songs I've ever heard?)
That said, I am always in favor of Susumu Hirasawa, and I would pay actual money to hear a J. A. Seazer-type zeuhl soundtrack for Evangelion. It could be released as Rëälly Bïg Mëkänïk Dëstruktíw Kömmandöhs Thät Türn Íñtö Gòd.

Toshihiko Sahashi, from Gundam S--d, to Black Blood Brothers, to Full Metal Panic!, he has a history of making soundtracks that elevated bad-to-mediocre shows to at least sound as if there were somehow profound.
But most notably, he scored The Big O, where he freely used rich, symphonic tracks that transformed otherwise great moments to one of epic celebration. I loved the show on its own, but the soundtrack is by far what I most remember it for. Had Eva received this treatment, I think getting over the initial emotional withdrawl would have taken a great deal longer. Imagine, film noir Eva tracks, wouldn't that have been just awesome?!?

Shiro Sagisu isn't really that great, and his score is boring. I wouldn't miss it at all. Kenji Kawai would be a terrible choice, because no one can make a more lethargic score than him.

I'm not a particularly big fan of Sagisu as a composer, but the fact of the matter is his score is woven into Eva from the very groundwork. It is a concrete part of the show's aesthetic; replace it and you'd end up with a drastically different product.
Now, as for anime composers I personally like better than Sagisu? Kenji Kawai, Susumu Hirasawa, Yoko Kanno, Michiru Oshima, and Yasunori Mitsuda (yes he's not technically an "anime composer", no I don't care) are all leading candidates. But I couldn't imagine any of them scoring Eva, at least without turning it into a very different show.

To those saying Sagisu isn't that great: he made iconic melodies and placed them where they should be to intensify the drama, and give the viewer a sense that time was actually passing. The full circle/callback effect. Sounds pretty "duh", but I rarely find shows that do that. If you watch a movie/show with mediocre music cues, you mentally wake up in X hours and realize that you watched the whole thing. *cough*masionikkoku*cough* It can still be good, but after a year, you wont remember anything outside the end and maybe some great special effect or a funny part. Broad strokes vs. punctuated events. He also isn't lazy about it, like Michael Giacchino in UP and 2009 Star Trek, where the entire soundtrack consisted of one song played in different ways.
The musical quality is up to your ears, but he knows how to score a narrative better than most.
