That book is sold in many major bookstores so it is not just an Akihabara novelty -- using moe for educational purpose is a trend in Japan. I read this book in bookstore and actually found it quite informative and the moe girl does help me remember the elements :)

The character in the picture is from Guilty Crown, a currently airing anime and she is disabled from the hip downwards.

It´s not really a demotivational poster, but not really better than a real one.
