Holy crap, he isn't human, he's whatever SEELE is/was now. He must certainly have changed his soul, as he said SEELE did, likely by entering the contamination zone of a core. We have seen that visor before. Maybe this is why he waited so long to de-activate them.

That wouldn't have stopped Gendo, he views the whole world and human existence as a means to an end, to him its all dead already. I think he needed SEELE for something, until it seemed clear that his attempt to bring about 4th Impact would succeed.

Now that is an interesting observation. As the logical antagonist for final, it would be fitting to find Gendo has tried entering a core himself and perhaps was contaminated. He is so cold and detached, even when splattered with Eva blood.
