Got actually curious and Youtube came to our rescue, because a compilation of all of NGE's "anta baka" was bound to exist...

The compression on it makes it sound like it could come from either the audio drama After the End, or more likely, one of the video games. I haven't played much outside of Battle Orchestra Portable and 3nd Impact [which is the best EVA game don't @ me], but if I had to guess, it might be one of the Saturn games, or MAYBE the N64 or one of the PS2 games. But that heavy compression tells me Saturn.
There's a lot of recorded voice lines in 1st Impression [Sometimes just called Neon Genesis Evangelion], so maybe check out a playthrough of that?
