The original source was being as coy as possible, expecting him to be that explicit would be unreasonable.
Theatres is on the other hand a reasonable expectation (after all, I said radical, not wrong) but seeing that we live in unusual times and that there have been a certain number of hints pointing towards other directions, assuming it is the most clear possibility is a risky proposition.

I accept the premise that Eva is niche outside Japan, of course, but....niche anime films get limited releases in many western countries all the time, and there are occasional ones going on right now during the pandemic. As vaccinations continue, expect that to get better, not worse.
I really don't think it would be a huge surprise if the film gets a brief theatrical release in some countries and then Blu-ray, with no regular appearance on streaming services. I could see renting or purchasing it digitally for an additional fee, but that's it.
...Forgoing all that and Blu-ray sales in favour of just taking whatever Amazon will offer for a day 1 (Western) release? That would be an actual surprise.

You know, it's kind of obvious when you think about it that they're probably waiting for Anime Expo in July to announce a Western release.
