So, to summarize:

a) These were not rules for fanwork in general, but a specific contest on pixiv, they just didn't want to focus that one contest on porn

b) After seeing the mistaken reaction they put out a clear anti-censorship clarification
I wanted to try harvesting the rice

I wanted to hold Tsubame more

I wanted to stay together forever with the boy I like

This applies to all fanwork, it's just apparently a legal basis that just has to be there wothout actually changing much. They said at the end to create at yoir own risk, but in context it sounded like "*insert legal mumbo jumbo* (we don't care)"

Were they planning to roll this out before the Olympics?

In the various parts of the internet I frequented when I was in exile, some people said they felt the Olympics were going to 'ruin things' for anime fans in the wider world because since the Olympics were going to showcase Japanese culture to a wider (read non-weeb) audience that creators were going to be under cultural pressure to water down their own works and go after off-brand stuff like doujin to make things respectable' for a larger audience, and the tourists. I'm not saying they were right, but one of the biggest anime brands in the country outright telling their fans 'no more porn' or at the very least making a motion to disavow porn, despite the fact that part of the reason eva became such a big brand name was in part because of it's pandering to adult content? It might not be a coincidence.
