Shin Evangelion can also mean "God Evangelion". So, effectively, "The True & Divine Evangelion". It was in the text this whole time.

KIEL:
The true Evangelion… The one we dream of.
Its birth and the resurrection of Lilith will seal the pact.
The required rites must be carried out before that.
All we do, we do for the sake of the Human Instrumentality Project.

(...)

GENDO:
The true Evangelion...
All currently active units, Unit 01 included,
are merely there to clear the path for its completion.

FUYUTSUKI:
And is that the Mark.06?
They want to create a real god, not just false ones?

True Evangelion, Real God.

The fact that the title refers to the entity that will created within is further reflected in the way "Evangelion" is written in katakana. They reverted to the original spelling, エヴァンゲリオン, which has not been used in the new film titles before now (they were "Wevangeliwon"), but HAS been consistently used to write "Evangelion", as in the Evas themselves.

And lo, with the promise of at least symbolic sex between two Evas, Reichu goes from despising Eva-13 to being doomed to an entire year (at least) of writing bad Eva-01/Eva-13 smut. CURSE YOU ANNO!

I think Shin Evangelion is also meant to say "the real, true or definitive message". It's his last Eva film, his final word on the matter.
Also that this aims to be the definitive Eva movie in some fashion.

And I think 3+1 is meant to stand for unity between people.
We'll see if this matches with the film, but that is a constant Eva theme. The question is how it'll develop in the story.
Shinji: "Sooner or later I'll be betrayed... And they'll leave me. Still... I want to meet them again, because I believe my feelings at that time were real."
Ryuko: "I'm gonna knock ya on your asses!"
-Asuka: THINK IN GERMAN!!! -Shinji: Öh... Baumkuchen...
Hayashida: "As game developers, our work is special. All of us here can put smiles on very many people's faces with our work."

True Evangelion, Real God.

Hey, I asked you about this a while back. :P Seele 01 says 'shin no Evangelion,' doesn't he? Does the missing article change the meaning at all?
Someday I hope that we'll be reunited if that is what's destined to be. Perhaps we'll discover that elusive bible. And then we will finally be free!

Did I forget to respond? Weirder things have happened... For the purposes of a title, the missing article doesn't really affect anything, no. Sure, the phrase isn't VERBATIM the same, but I don't imagine that matters much. "Real god", for that matter, is "hon-mono no kami", and doesn't have "shin" in it at all. Way I see it, this is roughly comparable to the maneuver pulled in episode 24's Japanese title, where you were meant to draw multiple correlations even though they weren't an EXACT match to anything. (最後のシ者: final 使者/messenger, i.e., Angel; final 死者/deceased person, i.e., the Angel will be defeated; シ者 = 渚 = Nagisa, i.e., Kaworu is the Angel in question.)

I always assumed that the reason it was called 3.0 + 1.0 instead of 4.0 was because the number four is considered to be very unlucky in Japan and a lot of other East Asian cultures, due to how similar it sounds to the word for death. Tetraphobia is so extreme in Japan that people will even go out of their way to avoid having phone numbers and addresses with the number four in them, and buildings would often skip the fourth floor, similar to how in the West buildings would skip the thirteenth floor. When it comes to fiction, authors and directors will go to some creative lengths to avoid calling something the fourth installment of a series. Calling it Shin Evangelion 3.0 + 1.0 not only avoids using the number four in the title, but it also happens to fit thematically as others have pointed out, so it's a double win.

I don't kmow this and it's amazing.

I think it got lost in the couch cushions between Anima translations and crafting the groundwork of the Adams thread.

He could also just have stuck with Final as a title, imo.
