Months later we have a translation of an interview Anno gave at this event.
In his own words he ran out of ideas after 3.0 and was overworked, the toughest point in his khara career.

He has a funny comment too about how Bandai influenced Toho in a certain decision about Shin Godzilla.
Shinji: "Sooner or later I'll be betrayed... And they'll leave me. Still... I want to meet them again, because I believe my feelings at that time were real."
Ryuko: "I'm gonna knock ya on your asses!"
-Asuka: THINK IN GERMAN!!! -Shinji: Öh... Baumkuchen...
Hayashida: "As game developers, our work is special. All of us here can put smiles on very many people's faces with our work."

This basically confirms what I've long suspected: Anno did not have some kind of grand overall plan for Rebuild's story and has been changing things up as he's gone along, much like what happened with the NGE, only that the demanding needs of a TV schedule forced Anno to be creative on the fly, whereas here, he's languished in writer's block.

It also seems to confirm my theory that Anno wrote himself into a corner with 3.0 and hasn't had a clue how to get out of it, which is why he's been doing draft after draft of Final for the past 5+ years because nothing has satisfied him enough to pull the trigger on what will be the final directorial entry in the franchise that has defined his entire career.

I don't think this necessarily means there is no plan, you just need much more than that to make an actual movie.

I don't see the "written himself into a corner" thing, although maybe he thinks that.
I feel like after 3.0 everything is pretty much a blank slate. We don't even know the state of humanity. He could go any direction. So I don't think he has limited himself.

It is precisely because he has not limited himself that he could have had trouble deciding which of so many possible ways to go. Recalling the suggestion that the short until You come to me was based on a discarded final section of 3.33 indicates that he already had that problem even then.

In the context of the interview I get the feeling he was "out of ideas" in general, not specifically for 3.0+1.0. In another interview about the post 3.0 he mentioned that he couldn't do anything for the entire of 2013, so I think he's saying the same thing here.

He has said he was depressed during 2013, probably a combination of several factors.
Him having run out of ideas was just a part of it I think.

I think, it's quite the opposite. Q ended in a way that suggests Shin Eva being about Shinji reconnecting with Wille and a final confrontation against his father.
That is inherently boring, and Anno wouldn't want this movie series to end in a way that's completely devoid of intrigue.

Another interesting tidbit is the the fact that he acknowledged that many different companies have a say on when to release the movie.
At first I was kinda surprised, but Shin Eva will be a huge mainstream deal in Japan, so it makes commercial sense to not throw the movie alongside other big titles into theaters.

There is no reason to suppose that such a bald outline need be boring; it's all in the motivations and the telling. (Of course, I would say that, as that's the exact format of my own post-Q story.)
