It's green gilding: you can see the pattern repeat itself on the pylons and the helm. It looks off-center on the torso because it is (you have the green-bordered cap on the left shoulder). It is as it is supposed to be.
Though, Gob still might look good in a cocktail dress.

I guess the classic in that vein is Chosen (you can find it on Fanbards now that Evamade and EFO are closed), though I kind of sleepwalked through the last half or third as a reader despite prose that is very good for fanfiction of any era and especially good for its era. It's certainly a type of fic (not really a genre, and not really a setting, but you get my drift) that would be patient of another author's take.
