An earlier release date for 3.0+1.0 probably depends on a variety of factors. Once Anno gets started on Godzilla 2016 that's gonna be his number one priority cause he'll be a director for hire on that film & if Japanese film studios are anything like studios here in the US Toho will want to scope out a release date early & mark it as theirs. Once the Godzilla train has left the station Anno will be working on that film 24/7.
Not to say production on 3.0+1.0 couldn't happen while he's off doing Godzilla. Just depends on how much of a script & finalized storyboards he'd leave Khara before he starts filming the big green lizard. Under Kazuya Tsurumaki & the other assistant directors supervision I'm sure rough passes or even an first full animatic of the film could be done for Anno to look over. The big boys often have two or more projects going at a time. I'm sure while Anno is away Khara won't just be twiddling their thumbs. Personally I'd love nothing more than two Hideaki Anno movies in one year in 2016 but if that was to happen we'll have to start hearing things about 3.0+1.0 pretty soon.

Anno's Godzilla - plot summary:
An anime director is hit by a deep depression after his latest project. After a suicide attempt in a derelict nuclear powerplant gone awry, he mutates into a giant atomic-breath shooting reptilian abomination that sets its sights on the city of Tokyo. As the monster tramples large sections of the city and vaporizes half of the Japanese Self-Defense Forces with cross-shaped explosions, a small group of children is rounded up at gunpoint and forced to pilot Motheras, giant moth-human hybrids, in a last-ditch attempt at evading the total destruction of Japan.

But isn't he only the scriptwriter? After its finalisation he will have time on his hands for Eva.

To me it seems like Shin Eva might already be in the beginning stages of animation production, considering his statement:
And then, 2015. 20 years after broadcast of old Eva, after 2 years of keeping you waiting, work towards completion of New Evangelion Film project is somewhat progressing.
Thus my conclusion is: I dare to guess, that a late 2016 release date for Shin Eva is within the realm of possibility.

Hideaki Anno & Shinji Higuchi will be co-directing. Since Anno wrote the script he'll probably be doing the brunt of the work regarding choosing actors, crew, shooting schedule & creating the tone & feel of the movie. It sounds Higuchi will be specifically handling all the effects work. I have to imagine Anno is building the shots, images & actions he'd like Godzilla to perform & then Higuchi & an effects team will be focusing all their efforts on making it look as good as possible.
With Anno as writer I'm really hoping that we'll have a contemporary Godzilla film where the human element will be just as compelling as the giant monster element.

I've been insanely busy the past few days so I only had this confirmed for me today (that Anno is directing the new Japanese Godzilla film to be released in 2016). I saw this a few days ago but I think I wrote it off as mere speculation. I'm glad it is true though; excited does not even begin to describe how I feel about this. Evangelion and Godzilla coming together like this is a dream come true.
I think Higuchi is just doing the special effects work, so he's not really a co-director in the traditional sense of the term. The film will be Anno's by and large, Higuchi will just help bring it to life.

I'm getting good vibes from this project for two reasons: the first is that Toho is giving director duties to somebody who cares about the material, not some flavor of the month director or some studio hack, and the second is that they're actually giving the movie time to develop instead of trying to do everything in one year. That approach might have worked in the heyday of the Godzilla series (60s and 70s) but movies are so complicated these days that you usually end up shortchanging quality if you try to do everything in twelve months.

I just realized... if Anno doesn't finish Eva 3.0+1.0 by the end of 2016 (which all signs point to that he won't) then we're going to see the Pacific Rim sequel - April 2017 - before the final Eva film.
Who would have thought Guillermo Del Toro would have made two giant robot vs. kaiju movies in between Evangelion releases?
EDIT: Apparently the Attack on Titan live action movie (at least Part 1) directed by Shinji Higuchi is actually pretty good. It's apparently very much it's own stand-alone thing that doesn't need viewers to be associated with the manga or anime to work. It's also presumably feels like a horror movie first & action movie second.
I was going to watch it simply for Higuchi's effect work to get an idea of what Godzilla 2016 will be like but now I'm actually interested in as a movie!
I wonder if Anno's Godzilla is going to be a return to horror or if he'll embrace his nerdom again & go full on Godzilla Vs. Monster/Aliens?
UPDATE: This Godzilla site is saying that shooting on GODZILLA 2016 may have started (possible) & that regular Anno collaborator Mahiro Maeda did the new design for Godzilla (very likely) & that it very closely harkens to the 1954 original.
