Nah. The character on the receiving end never gets the point. It's part of the formula. And it's almost invariably used to promote douchey ideas, because modern man's response to realizing it's a cold and uncaring world is to be cold and uncaring in turn, and that's why we're all gonna die.

This one is the cartoonist not knowing how the FCC works. It's been their policy not to publicly release proposals until after they vote since the 1930's, and in some cases not until long after the voting. A lot of the pundits (including the GOP FCC chairmen) making it a huge deal that Wheeler won't publicly release the proposal before voting, when they're well aware that it's just business as usual.
