I think even before it meant "happy" it meant that you had sex with a lot of people. ("She made out with the entire football team. She's gay.") Then I guess people though having multiple sexual partners meant that you were happy, so the word was used for that instead.

I guess after a while we heterosexuals became sourpusses, so homosexual people seemed happier by comparison.
