We all know that Peter Jackson and WETA are supposedly all tied up in this Halo movie, but now that it's not being made... what does this bode for Live Action Evangelion?
What do you think? Am I completely off-base here?

With the Halo movie out of the picture...
Underneath it all, we feel so small
The heavens fall, but still we crawl...

Not necessarily. Though Weta has produced its own films, namely LotR and Kong, it exists primarily as a service provider. Matt Greenfield described the period of limbo as simply waiting for one of the potential directors to have an opening, and begin the process of producing the film. Should that happen, Weta's aspirations to work on the film will come into play. If the director/producers choose to bring them into the production, they may provided they're available. However, if they aren't, they may choose not to halt and find another studio to provide production efforts. However, if the director/producers of Eva live action are willing to wait for Weta to become available, they may choose to take their time with the development in order to have them on board. But should Eva live action come into the picture, and Halo still isn't quite in play yet, we could very well see Halo postponed as a result. Weta is afterall a buisness, and they have a large infrastructure and employee base to busy, which is part of why Halo being postponed and Eva taking so long is a potentially bad thing. They need another major project to consume the whole of their operations. Kong was pretty big, but they haven't had something fitting of the scope of their buisness since LotR, and either Halo or Eva could be that sort of project.
