Well, on the right, it could be "הלל" which is "Praise"
Now that I look at it more, it does look more like a ה...a weird one, but still probably a ה.

The dots are oddly-placed--if they were supposed to be vowels, they belong right under the letters, not off between them, and if they're yuds, they shouldn't be hanging around near the bottom like that.

Golgotha isn't the same thing as Nerv HQ.
Kaji's referring to Golgotha Base as "somewhere else".
Tabgha is the 7th Branch.
They say that *all* of the 2nd Branch vanished in the Eva-04 incident, so Eva-03 was probably, as in NGE, made at the 1st. The locations of the branches seem to have been swapped, though.
