I have to agree that most of the theories on this forum are worthless fanwankery, but they're all worth investigating.

Couldn't it mean "Why is he living?" or "What is his reason for living?"
It seems more angsty that way, and if it refers to Gendo, then it fits. Or it could be talking about Adam's existence, and whether Adam has any of his own goals.

Huh. You know, I don't think anyone's gone to the trouble of figuring that out. It's not cuneiform, as far as I can tell. Reminds me vaguely of the "angelic script" from the Dead Sea Scrolls...good luck finding a translation for it.

I doubt a BD release would help. The high-res photograph of the actual cel released on one of the collector's discs is indecipherable.

Yeah, my bad; I didn't think about checking that picture, it doesn't look much better; actually it's not weird, probably they didn't care about those details in the before HD era (yet why did they care to put them in the first place? Is it because they wanted to see our futile efforts?).
