I just read through this....and it seems to have absolutely nothing to do with what "Instrumentality" actually was, as described in the wiki

It says that "Human Instrumentality Project" is just a term Anno liked from a book by Cordwainer Smith....but he made it a point to say he just liked the way the name sounded, and had nothing to do with the plot of Smith's book.

It seems to me that you're dragging in a lot of extraneous "transhuman theory" crud that actually isn't remotely related to the series.
Question: "who the hell do you think I am?"
Answer: "My name is Mr. Snrub and I come from some place far away....Anyway, I say we invest that money back in the nuclear plant. "
