I'm pretty sure I PMed you about this, but I guess the best way to describe is this (don't say I didn't warn you; I suck at explaining things.) Rei III's voice sounds somewhat softer(?), quieter, while Rei II sounds more emotional. It makes sense seeing as Rei II finally understands more or less just what emotions are, while Rei III has to start all over again.
