I guess that's because orange is the color scheme of 2.22, which might also explain why Mari is looking at them, since she was introduced in this movie.

I always assumed it was the artist's take on an alternative universe where Shinji was sent to be with them rather than his aunt after Yui vanished.

But Shinji was older than that at the time of the contact experiment.

I've long wondered why Kaji and Misato's child in that picture looks so like Shinji...

Since Misato has her Q hair, I assumed that he defeated Neo Nerv at the cost of getting shrunk Sailor Saturn style in a heroic sacrifice to atone for his sins, & they adopted him with the airm to "raise him right this time".

But clearly I have too much imagination.

"Looking like Shinji" -- Generic McGenericpants -- doesn't mean a whole lot, especially when you're talking about the squashed features of a baby working within the rather simplified aesthetic of typical anime character design. (Is it the haircut or something?) How would you expect their baby to look -- like a perfect mini-me of Kaji or Misato?

Generic? - up to a point. But most cartoon characters are generic yet recognisable. The baby in that picture looks strikingly like Shinji, and not like any baby I've come across (which is plenty, of course). Is it the hair? Well, maybe; that's a major recognition feature for humans in general, so I don't see that it invalidates my recognition.
