I have actually cut to a shot of strategically positioned shoes of certain characters to, with the context of the rest of the scene, imply a sexual encounter. Audience members who don't want to understand it don't have to, and those who do get it are most likely mature enough to consider the subject matter.

True, but there wasn't any rule about shooting shoes on the floor. It's just two pairs of shoes. There aren't even any people in the shot. Hayes can't censor me for an interest in fashion.
...And if, say, we have two women's shoes, one pair red, and the other pair pink, and have the toe of the right pink shoe under the toe of the of the left red shoe, and vise versa for the other shoes, then I clearly just have an interest in cluttered fashion, and certainly isn't a reference to anything sexual at all.
This would be exactly how I would have said it to Mr. "Hayes No" back in the 40's. Also, screw Mr. "Hayes No."
