For cutest non-Angel character, I would either go with Pen-Pen or the unused chibi-Reis from the 3.0 preview and ANIMA.

Misato and Kaji. Why? Let me explain it They really love each other, obviously. Whenever I see Kaji reacts shocked because Misato caught him flirting with Maya or Ritsuko, I'm smiling softly. Other example? Misato. She really don't like her feelings for Kaji and trying to hide them, but they are still alive. Eight years, dammit! THAT is true love lol
