I have no idea what the author is thinking.
But I believe mariachi has a point. Way I see it, Fuyutsuki may have seen it as an ego booster because, well, how would you feel if if one day something made you grow more arms?
Personally, I think it would make life a bit easier, but author may have alterior reasons.

Well that last chapter ended on a teeny bit of a cliffhanger....so i'll be glad to see how it's resolved.

So i've read up to chapter 3 of this thing.
Really not much to say about a not-exactly-well-written and kind of not very ambitious piece of fiction. The main twist of the fanfic manages to be pretty tragic and falls in line with something you would expect from the angels, but... that's it. There's no other reason to read anything of this fanfic.
Also, i'm probably the only one who thought "Oh great, now you'll be four times as effective!"
