Consider the case of Misato Katsuragi. On the outside, as Anno points out, she is a superficial, hedonistic airhead; a contrived socialite with no cause and an outwardly vapid persona. That's right Misato. Wear all the make-up you want, wear all the mini-skirts you want, kiss all the 14-yr boys you can find, but you ain't fooling nobody (well, except her fanboys). You're a shallow, fragile mind with a freaking china-glass ego and an attitude to match.

Er, yeah, so first concentrate on the similarities: firstly, both the penguin and Misato are clumsy and superficial on "land", i.e. in the open air, on the outside (= conscious mind). The water is a symbol of the unconscious by virtue of the mysteries it contains in its depths and the notion of a dynamic entity. Many myths take water as symbolizing the primordial waters out of which the universe is created (e.g. see Babylonian mythology), which suggests water's predominanly non-conscious numinuous quality. However, we see that the penguin is supreme in water, while Misato runs away from her unconscious (symbolized by water) like a little girl - i.e. she is frightened of "water".

Oh. my. god. We have the answer. This picture is the WISH of Miss Katsuragi!! She WISHES to be a penguin, that is, to be in tune with the watery environment (her unconscious), the wish which was unfulfilled in the anime. Misato longs to be able to plunge the watery depths to find the key which unlocks her heart, and then to be able to rise up out of her own free will to validate her existence forever. She WISHES to be a penguin.
