Actually they're not starting anything, the Soyuz is older than me and most users around here.
Also, like the article speculated, the manned launches of the Soyuz are suspended until the rocket will be cleared for launch again.
Anyway the European ATV-3 cargo has been successfully shipped to Korou, hopefully it won't fail as well.

Oh I wasn't really referring to the Soyuz itself but to the fact the Russians are now in the spotlight because of the retiring of the shuttle program.
