Those are more like retro rockets. Since they have such a short burn time I doubt they could generate enough lift for flight, just enough to slow an eva down when falling.

I don't know, all we can go on is speculation, and the abilities of other angels. It didn't give us a definite answer, like I said. She probably didn't know her Evangelion could do that either.
For the same reason Eva-02 wasn't roaring, dodging things mid-air, and blowing shit up with her ATF before.

No way to be sure but I'm pretty confident in my prediction that they'll show for a few reasons:
S2 Engine Testing - Why test something that isn't going to be produced and installed in an Eva. It's clear that Seele doesn't want anyone else using it so how will THEY use it if there are no MP Evas? It is possible that they might just be planning on including it in whatever Evas they wish to trigger 3I, but I find this unlikely.
Dummy Plugs - If they aren't mass producing Evas, this would be virtually useless to Seele.
It all boils down to this: Seele funds NERV to do things that benefits them. Why develop these things if Seele isn't going to use it themselves. Maybe it'll just be one or two Evas or maybe it'll be the whole hoard from EOE. Either way, labeled "Mass Production Models" or not, I'm sure we'll see Seele stand-alone super Evas.
Going a back a bit in 2.22, EVA 04 exploded right, and I remember Fuyutski said something about second generation evas. Unit 04 was created to carry out that particular job.
Now, the questions would now be, was NERV creating its own S2 engine? Another thing would be the one that Kaji said while eavesdropping Fuyutski and Gendo, that Unit 04 was lost due to an inside job and not an accident.

The Dummy Plug may have completely served its plot purpose already when Gendo took control of 01 from Shinji.
However, due to the fact the Asuka is seen fighting an enemy in space AFTER Kaworu lanced Shinji, I would suspect that Kaworu is no longer a threat to Nerv. So a back up plan Seele might have are the MPE.
Xerosigma: Whatever they were testing in Eva-04, it wasn't actually called "S2 Engine" in the final film. That aside, if it's an Eva that doesn't run on external power and is implied to be Seele's trump card you want, you already got it.
That Seele care about the dummy system technology and are developing a D.S. for themselves cannot be assumed for the NME universe simply because it happened in the original series. Even so, the dummy plug is fundamentally a pilot that can't say "no" to your orders and isn't affected adversely by the pilot-Eva link, so it is plenty useful even with one Eva (...as long as the Eva is cooperating).
boyfrand: Seele might rather send expendable Evas to deal with Angels than their prize Eva-06. Maybe they also want to keep Kaworu away from Angel encounters (since, I dunno, he's one of them, and he might get 'second thoughts') and focused on other priorities.
