Their apology tweets + deleting the original picture means it was a screw-up on their part, yes. (ミス = Mistake.)
It feels AWFULLY SUSPICIOUS that the side of the image that was clearest is where the characters from previous movies were clustered... Or maybe it's just bias from the fact that we do know them and are thus able to make out their shapes and/or names through the top sheet, I dunno. The amount of effort put into blurring the tiniest thing on previous tweets leaves me very skeptical. Not to mention a height chart was used to drum up hype for the last movie, too. Something very calculated about this. Making a post "exclusive" to those who caught it immediately drums up interest in the account, get people to follow it even more closely so that they don't miss stuff like this in the future.

The head is pretty squared-off, and the overall shape -- taking into account the slant of the glasses -- doesn't make much sense unless the bottom of the jaw is obscured by clothing, like a mock turtleneck or something. But it's all a big blurry mess, and pareidolia is going to be hard at work, so I'm not putting much stock in any of this.
The best indicator is the name. Since the characters are uniform width, it's usually easy to tell how many there are per name even if they're too blurry to read. This particular individual has a name with three characters -- either a simple kanji and two katakana, or three katakana. Mari's name would at minimum be two characters (マリ). If you include JUST her Japanese surname, the character count jumps up to five (真希波マリ)!
On that note, I should mention that Rei has only one character in front of her name, so, as expected, she is not being referred to as "Ayanami". I suspect the character is 別, "different"/"another", since "Betsu Rei" is how she was referenced in the Q script.
Pretty sure we have a whole bunch of new characters here. I went through the list of possibilities, attempting ANY kind of match on the remaining blurs, and came up empty. There's a bunch of familiar characters clustered on the left side, so maybe the remaining familiar ones are clustered on the right side. Gonna be one packed height chart. Maybe there are so many characters now that they need multiple height charts, organized according to who's seen around whom in the film. So, for example, any characters who interact on the Wunder could be on one page; those who interact at the hypothesized Wille base could be another...
