So Criterion collection releases important film and media mostly in the artsy category. They also release a lot of films that desperately need new releases.

The idea of Criterion taking a stab at it has occurred to me in the past, and I want to say I've contacted them, but did not receive a response. Nevertheless, it's worth noting that they do have a publicly listed email address for suggestions:

Funny actually, End of Evangelion made the list for TimeOuts 100 Greatest animated films of all time, in no particular order. Apparently it is also one of Wes Anderson's favorite movies.

It would be hilarious if they actually decided to try but Starchild ramped up the licensing fees even more to where even Criterion couldn't afford it

Yeah I heard about that, I have been thinking about starting a petition to get a release. I want to contact different Journalists, critics and famous people that have fond views of the series to help sponsor an official release.

That would be awesome! A DVD, Blu Ray & digital release of all episodes + DC episodes + End of Evangelion, sponsored by people like Hideki Kamiya and Rebecca Sugar. It would sell ridiculously well if the sponsors were advertised as fans, and introduce a ton of people to Neon Genesis. Not to mention, people who wanted easy access to the show wouldn't literally HAVE to pirate or stream it in order to watch it.
Starchild is losing crazy amounts of money over their short-sighted greed, do they not realize that Neon Genesis is important, iconic, and super popular in places OTHER than Japan?!
