Asuka and Rei numbered out of order?
So, as we all know, Rei is the First Children and Asuka the Second. However, wasn't Asuka technically selected first? Rei's existence wasn't publicly known until 2010, and there would have been no Eva for her to pilot until later (Eva-00 was soulless until Rei 1's death, and Eva-01 wasn't complete until 2014.) Meanwhile, we know Asuka was chosen to pilot around the time Kyouko committed suicide, which happened in 2005. It's entirely possible that Rei existed years before her first public appearance (as the salvage attempt for Yui happened in 2004, shortly after her absorption into Eva-01, and that's where the base for Rei came from), and that they would've known in advance that she could pilot an Eva eventually since she's Lilith, but then why register her as one of the children before 2005 when they didn't want people to publicly recognize her existence until a few years later? Seeing as how Gendo specifically doesn't want SEELE to know about her, isn't it counterproductive to register her as a secret First Children years before they need her, when they could just pretend there's no candidate yet?

I'm guessing the order refers to when they were selected rather than when they piloted the eva first. Rei is the first as she was chosen first.

Kaworu was basically raised by SEELE in a manner of speaking and he's the fifth child, the naming reflects more of what Asuka'sBigBrother said--when they were specifically selected and designated as a pilot for an Eva.
