Making Asuka's Hairclips...Any tips?

First off, I tried posting this in the Cosplay theard but never got any replies. :(
I want to make these for Halloween, but have no idea what would be the easiest way to make it, nor what would be good material to use.
Any suggestions?

Maybe carve out of hard foam? then use something like nail polish for the sheen, glue onto hair clips. I dunno

You can probably take normal hair clips and then attach some sort of hardened putty or foam that is then painted and detailed.
