Err, you guys are awware Ghost in the Shell is set in Tokyo, right? Immigration from China et al is actually pretty big part of the main story in 2nd Gig. Oshii's first GitS film borrowed visually heavily from Hong Kong but there's no implication it's set in anywhere except Tokyo.
