I noticed that Asuka seemed to get jealous when Shinji spent time with Rei (example: DC Ep. 22, at the train station). And when she talks to Shinji on the train during EOE ("If I can't have you all to myself, then I don't want you at all.") she has him trapped again...

Perhaps Rei's soul is retrievable because it is the soul of an angel and not the soul of a human? That's just my guess...
