Digging around, I was able to find a few cam-rips of some of the dub in theaters where audiences were laughing at the screen. (Not posting them here.) While I found nothing that suggests Funimation was attempting Paranormal Activity-styled shock reactions and stuff, the cam-rips themselves might have been enough for Khara to insist upon a redub of everything.

I saw both versions of the 3.0 dub but they were two years apart. I don’t remember all the differences but I think the overtones were turned down. The big difference that for sure happened was Asuka referring to Shinji as an asshole in the original dub but it being changed for the redub.
Is the 3.0 spoiler policy gone?.... Cool, then I'm nominating myself as EvaGeeks 1# Sakura Suzuhara fan/nerd.

I mean, predictability is the central attraction and the narrative hook that we've all come to expect from the Evangelion franchise. How come Anno can't realize this? Twice? - FreakyFilmFan4ever

Actually it was a lame attempt by Funi to be funny, so Khara made them change it, so yeah it was a big deal that delayed the BD by 2 years in the west. I'm sorry I don't remember other specifics as I saw that version once 5 years ago next month.

Things have sorta quieted down as far as Twitter rumors are concerned. I'm still not sure if there's a redub happening, and quite frankly, I only care one way or the other if they used the old one. That can't happen.

Netflix is to stream NGE/EoE, not the NTE movies. We are assuming (with pretty strong but entirely non-authoritative hints) that they are doing new dubs (and presumably subs too), but this is not officially confirmed. Rebuild is not involved in this at all.

Germany and Spain are getting redubs, I wouldn't be surprised if this will happen in most regions.

But there is nothing confirmed for the US (or English speaking countries) as of yet cause I'm not seeing any news stories on the subject.

Spring is next month, which means that unless the target date has been moved, NGE should be on Netflix within four months, at the latest. If they were redubbing it, we probably would've heard something more definitive than a tweet from someone who worked on the original dub.
