5 - Rin Tohsaka (Fate/Stay Night)
6 - Trancy Alois (Black Butler 2)
7 - Mumei (Kabaneri)
8 - Ouma Shuu (Guilty Crown)
9 - Makise Kurisu (Steins;Gate)
10 - Fleming Io (Gundam Thunderbolt)

Since my last bid in this thread, the only other character I can think of to add would be Katz from Ζ Gundam. Tomino didn't do his party trick anywhere near soon enough in this case.

Kodaka and Yozora from Haganai are pretty reprehensible in their own right. Kodaka neglects his sister Kobato in favor of fixing meals for Maria and Yozora's treatment of Sena speaks for itself.

I actually like Pokemon, but can't stand Ash either. Red from the Pokemon Adventures manga is a much better character in every way.

Kirito. I mean, most generic light novel protagonists are pretty bad, but Kirito is by far the worst. Why? Because there are people who actually like him. How? How can you like such an awful character? I don't understand.
