I doubt, he even had that. In the 2.0 Complete Collection, Anno and other staff often mentioned, that they wanted to reinstigate the "Live-Feeling" of Eva. They make up everything as they go along. If there had been a draft for 3.0 I'm sure there were as many versions of it as there were for 2.22. The staff and Anno often said, that they don't have fixed direction for the movies.
