I'll be straightforward, the repat symbol means they are restarting the plot from some point. The lack of a double repeat however, means this is Shinji's last chance of fixing the mess...

This sign doesn't explicitly mean that it is the end of a repeat; rather, it means that you need to return to the first time that you saw the repeat symbol, or failing that, return to the beginning altogether.
The sign is single use only. Once you've repeated it once, the sign is ignored. In my opinion, it means that we are going to receive one more repeat after RoE, and then that will be the end of it. Unless, of course, Anno does some creepy voodoo and does it AGAIN.

Anno is masterfully trolling people into thinking that Rebuild is a sequel to NGE. This fucking title confirms it.

Growing up playing the piano, I've always understood the end-repeat sign (: ||) at the end of a sheet music piece to indicate playing the whole piece over before stopping at this symbol again. Unless that repeat sign is actually an end bar subtitle proceeding a colon. But that just unleashes a back door code for beastly misinterpretation. Anno knows damn well what he's doing, that's why I think the title was meant to allude to an end-repeat bar sign no matter what. I already have a strong feeling 4.0 will end with some kind of "loop" notion, leaving a hint to "rebuild" if you will. Oooor. . . Well I've never been one to promote the sequel theory but maybe this implies NGE was the first "play through" before hitting the figurative repeat sign and ultimately ending for real at the end of 4.0.
Ah what the hell, I will be one to seemingly promote the sequel theory, but just this once to justify why I think it's a repeat sign. Hopefully.

no, it wont, you forgot the "then, is a rapid conclusion", this means it will be bullrushed like 2.0,anno needs to do what gundam unicorn did, and admit there is not enough time to finish the climax in the 4th movie and do another one, even if it is a short 40 min movie.And since they are using music motif now, it could be called allegro (happy), wich generally marks the end of a movement in a concert

It's also Shinji's face, when he realizes, what he's done.
On a sidenote: I am not a supporter of sequel theory, because I think it would be cheap and add nothing to the movies. Yet there are some pretty interesting hints through out the movies. But, even if Sequel Theory applies and was in mind of Anno, he wouldn't shove it up your ass; he would drop hints. And watch the fans eating each other up.
What also is interesting, in my opinion is the following:
The Series was called:
新世紀エヴァンゲリオン
Shin Seiki E Ua N GE RI O N
which would be the normal japanisation of the word Evangelion.
The first three movies were called:
ヱヴァンゲリヲン新劇場版
Where we literally have
WE Ua N GE RI WO N
in practice, you don't pronounce it differently, but there are different characters. This characters are considered as archaic. He cleary wanted to show a departure from the original series with the choice of writing it differently.
But then, the fourth movie rolls around,
and it's again:
シン・エヴァンゲリオン劇場版
E Ua N GE RI ON... It's written like the original series' title. Also, they eliminated the Kanji for "Shin" wrote it with Katakana and slapped it in front of Evangelion. Why Katakana? Also, with the whole "is it a repeat sign?" conspiracy added... The title alone is worth conspiracy theories.

Until now, NME follows this pattern pretty closely. So if we have a reconciliation, we might have it with the old universe rebuldian universe of 1.11&2.22, since the title alludes to that. Then there's also the repeat bar... That means, we really should get a least some answers. (Maybe in the fifth act, which will be called: one more final: reloaded where Shinji will live happily ever after with Sakura-chan and 3 cats.)

Anno likes puns. The way that the Japanese title for Death and Rebirth is written, it can also be read as Angel Rebirth (with the usual Shito = Angel deliberate mistranslation).

After some more thinking on the subject, I've come to the conclusion that the symbol in the title is in fact a final barline.
If you look at the list of movie titles from Wikipedia's page on Rebuild of Evangelion, you can see that in each Japanese title there is a colon before each kanji - or letter in 3.0's case - which denotes the part of the quadrilogy. If we also take the colon in the fourth title to be just that, then the symbol after it is just a final barline. (Also, if you highlight the title you can see that the colon is separated from the symbol after it, but clearly that depends on how the person writing the article decided to type it out.)
Also, if you go the the official Evangelion website, you can see the numerical titles listed along the bottom of the page as ":1.0", ":2.0", ":3.0", and ":FINAL". If we superimpose this onto the Japanese title, the reading becomes "Shin Evangelion Gekijou-ban: FINAL".
I know some of those hoping for some sort of time loop / multiverse thing in Rebuild may still interpret the repeat sign in a meta sense, but as of now I don't see much reason to believe that's what Anno was going for in the title of the next film. Though it would still be pretty cool if Anno pulled something like that off well.
