Necro posting. Does this forum frown upon it or not?
Is ok to bump threads? Or is it best to make a new one if the old thread has been inactivate for a certain amount of time?

Bumping threads as described in A. is fine. However, gratuitous necromancy — bumping old threads for no constructive reason — is inappropriate.
When a forum gets to be as big as this one, you can be guaranteed there's an appropriate thread somewhere. It's better to have one thread for a topic rather than multiple.
So please, utilize the list of threads as best as you can.

What about if the thread has a similar subject, but isn't entirely relevent for whatever reason? For example, I always feel a bit awkward resurrecting 10 year old threads. Another example is when I have commentary on one character's actions but a thread exists for the same actions by another character in the same context, do I post a new thread or post on the old one?

Just use your judgement on whether your new post would be on topic in the old thread; if so, go ahead and bump it. If you think it doesn't quite fit, start a new thread. Just make sure you are actually adding something new to any thread you bump. Don't resurrect an old thread just to say "I agree with that last guy".
