It's a novelty, it's a toy, like a realistic looking prog knife or a red school laptop, except one that you can buy that actually works. Someone who's not a hardcore fan isn't going to want one, and I myself have been noting that the UI looks completely unusable, but as a novelty item, it looks pretty amazing. I'd love to own one just to show it off, maybe I'd eventually get used to the UI but most likely I'd want to throw the phone over a cliff since I hate usability like that.
I remember way back in the 80's and early 90's when people ran Xconsoles in their window managers that were customizable and people were adding tons of status bars, xloads, buttons, printer spools, timers, memory/cpu usages, etc. Slowed everything down and looked ugly. And also when Compiz was a big fad, with the cube desktop switcher, fancy animations, etc. I'll stick with what I've been using for 20 years, 3 terminals per desktop, no window decorations, title bars, borders, scroll bars, etc and 3 desktops with browsers and other things that actually require a mouse to use. This phone is clearly falls into that Compiz category, it's flashy for the sake of flashy, with a theme that's detailed and unique based on the computer system in a fictional anime.

That's a rip off - but as for the contract/no-contract, it seems to be contract-less ... somewhat...
First it says:
"The agreement is not accompanied by a communication line, only sold the terminal. "
The contract is not accompanied by a phone network, only selling the device.
Then it says:
"Customers are, you will be required to contract separately with NTT DoCoMo FOMA telecommunications companies other than NTT DoCoMo. "
Customers without telecom company NTT DoCoMo, will require a separate agreement with NTT DoCoMo FOMA. _________________ In and of itself, self-evident.
