Maybe it's her after the fight with Zeruel? She had not yet been severed from the EVA at the point where it sliced off her arms, so her arms are probably still injured in some way.

I love the picture, except for that one gratuitous shot of her tush. The effect is to try and get two emotions out of us at the same time, and IMO it doesn't work.
