Strictly that's "of a thing", or "to or for a thing", being the genitive and dative forms of res.
In Japanese, the sound is represented by different kanji that can either mean zero (listen to Ritsuko explaining the low likelihood of getting Eva-01 to work in ep#1) or spirit. (A homophone, like "bow" and "bough" in English).

Anno has stated on more than one occasion that Rei's name means two things. First and foremost, Rei is a pun on the word zero, she pilots unit zero, needs no explanation. The second is that Anno was trying to attract (my memory is a bit fuzzy on this) the director of Sailor Moon. It may have been another staff member, but Anno wanted to attract him because Rei is also the name of said person's favorite character from Sailor Moon. In the end, it didn't work. A valiant effort nonetheless.

Well, for the future, the "name origins" thing is right there.

Rei is also the Japanese word for soul, given the nature of Reis character I doubt this is coincidental either.

Rei is also the pronunciation for one of the 7 bushidou codes. I think it's "politeness".

Japanese is full of homophones which can only be distinguished by either kanji or context. I guess that's what happens when you borrow a giant character set from another language and then convert their readings into your somewhat more limited syllabery.

The purpose of writing is to inflate weak ideas, obscure poor reasoning, and inhibit clarity. With a little practice, writing can be an intimidating and impenetrable fog!
