Sorry Dr. Nick. Naked Rei would be fan service. But a 50 mile high naked Rei with purple eyes which spawns fractal resonace copies and disintegrates into ooze is firmly within the realm of "art".

I consider Rei's nudity to be an important part of her character (such as it is...). If it doubles as fan service, so be it.
